Borders Independent Advocacy Service (BIAS) BIAS offers professional, issue-based, independent advocacy. Its objective is “to advance the citizenship, equality and support for people in the Scottish Borders who are in need by reason of ill health, disability, financial hardship or other disadvantage, through the provision of and promotion of independent advocacy”.
